With reference to your letter of the 9th November lo.47999, relative to the reshipment to Hong Kong of certain goods ex S. S. "Bülow, I am directed by the Board of Trade to state that they are of opinion that the Bank should be informed that before taking steps to obtain the goods they ought to have obtained a licence to

do so from this Department.

In all the circumstances, however, the Board concur in the action proposed in paragraph 5 of your letter of the 9th November to the Treasury.
